The position
The site stretches along the west bank of the Mtkvari (Kura) south of the historic centre, beside Krtsanisi - the district of parks, the presidential residence quarter and the city's green southern edge. The river wraps the site on its eastern side; the Rustavi highway runs along its western edge, which is the road that takes you to the centre or the airport.

The honest trade-off
This is not a centre address, and pretending otherwise would insult your intelligence. It is a river-district address: what you trade in walking distance to Rustaveli you get back in 585 hectares of planned environment, parkside clusters and a riverfront that central Tbilisi simply does not have. The city's own history points this direction - the capital has been growing south along the river for a decade.
Why the west bank matters
The west bank puts the site on the same side as Krtsanisi park and the government quarter's green belt, with the river as the eastern boundary rather than a road. In practical terms: the waterfront is the district's own edge, not a strip across a highway.
